CFPB 1071 Resources 

To help financial institutions quickly find resources issued by the Consumer Financial Protection Bureau (CFPB), we have compiled in this page the links to issuances and resources from the CFPB.

1. The 1071 Final Rule

On March 30, 2023 the CFPB issued the 1071 Final Rule. The CFPB is amending Regulation B to implement changes to the Equal Credit Opportunity Act (ECOA) made by section 1071 of the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act). The final rule requires covered financial institutions to collect and report to the CFPB data on applications for credit for small businesses.

On July 3, 2024, the CFPB issued an Interim Final Rule amending Regulation B to extend the compliance dates set forth in its 2023 small business lending rule and to make other date-related conforming adjustments. This interim final rule was issued in light of court orders in ongoing litigation.

2. Filing Instruction Guide

The filing instructions guide is a set of resources to help you file small business lending data with the CFPB.

3. Sample Data Collection Form

On April 17, the CFPB issued a copy of the sample data collection form in multiple file formats.  This form is available in an English version PDF, as well as a number of print and source code versions.  This sample form will be used to collect demographic information from applicants whose applications must be reported under the new 1071 final rule.
